March 21, 2025, Baguio City—John Hay Management Corporation (JHMC) President and Chief Executive Officer, Atty. Marlo Ignacio V. Quadra, and GCG Commissioner, Atty. Brian Keith F. Hosaka spearheaded the signing of the JHMC 2025 Performance Scorecard on March 21, 2025. This recent development demonstrates their mutual commitment to achieving strategic objectives as JHMC fulfills its mandate in the John Hay Special Economic Zone. The event is consistent with the Enhanced Performance Evaluation System (PES) outlined in GCG Memorandum Circular No. 2024-01, issued on June 28, 2024.
The 2025 Performance Scorecard identifies key targets across four strategic objectives: learning and growth, internal processes, financial viability, and customer/stakeholder satisfaction, and social impact. These objectives are meant to propel organizational excellence by focusing on innovation, financial viability, environmental stewardship, and stakeholder satisfaction. During the conference, both parties stressed the significance of aligning these targets with the overarching national agenda for economic development.
The Performance Target Conference (PTC) was attended by key JHMC officials, including Jane Theresa G. Tabalingcos, Vice President and Chief Operating Officer; Atty. Mary Ellen S. Cabuhat, Legal Manager; and Lea C. Quisoben-Maguilao, Corporate Planning Manager. Representing GCG were Atty. Maricor E. Lacambacal, Atty. Nesie B. Volante, Jaena M. Rosal, Marie Joyce Karikitan, J. Christine Zoe L. Sotaso, and Dee Jane C. Balbuena.
The conference also included deliberations on implementation plans for the 2025 scorecard. The importance of these plans is to ensure that the set target translates the tangible outcomes which benefits the stakeholders and community. With the Supreme Court’s recent decision to turn over Camp John Hay to the people, JHMC stands ready to make substantial strides toward achieving its goals for 2025 and beyond.
